I still think Cavanaugh's is the best treatment on torture out there. As a state practice, it really has little to do with getting information, and much more to do with reconstructing views of reality such that the state is ultimate. C's work was done in the context of internal policies of torture (Pinochet in Chile), but certainly the same could hold for torture of "outsiders," with the modification that it's *our* state which is ultimate, not theirs. Either way, it's idolatry enforced by violence.
